In February 2017, the Clackamas County Interagency Task Force (CCITF) began an investigation into a Drug Trafficking Organization (DTO) operating in the metropolitan area. Through its investigation, the task force identified Eligio Jose Baltier-Carranza as one of the organization's top distributors in the area.
On May 3, 2017, CCITF investigators -- portraying themselves as high-level drug traffickers -- negotiated a drug transaction with Mr. Baltier-Carranza. Mr. Baltier-Carrnanza eventually delivered 14 kilograms (nearly 31 lbs.) of finished methamphetamine to CCITF investigators.
The investigation led to a search at Mr. Baltier-Carranza's Portland residence -- which resulted in the seizure of an additional quantity of methamphetamine and nearly $19,000 in U.S. currency. Mr. Baltier-Carranza is currently being held at Clackamas County Jail on a charge of Delivery of a Controlled Substance and several warrants he had active for his arrest. His complete booking info is here. Mr. Baltier-Carranza's bail has been set at $500,000.
